The Amendment was made at the request of the Greater Geelong City Council.

The Amendment applies an interim Heritage Overlay to the land at 12–16 Kinsmead Street, Waurn Ponds, until 31 December 2021.

The Council decision to proceed with the overlay was made under delegation. Copies of the Council delegate report and a heritage assessment of the site are provided below under "Supporting Documents".
