The amendment was adopted by Council on 26 October 2021 and sent
to the Minister for Planning on 3 November 2021. A full copy of the minutes from the meeting is under "Supporting Documents".

An independent panel was appointed to review
submissions and conducted a hearing on 3 March 2021. The panel provided its report to Council (a copy is provided under “Panel Hearing Documents”).

Council under delegation considered a report on the
submissions to this amendment on 21 December 2020 and resolved to refer them to an independent panel. A copy of the Council Delegate’s Report is provided under
"Supporting Documents".

This amendment up-dates the methodology used for the calculation of native
vegetation offsets. It alters the following schedules in the planning
scheme to refer to the revised Native Vegetation Precinct Plans:

Schedule 4 to Clause 37.07 Urban Growth Zone UGZ4,
- Schedule 5 to Clause 37.07 Urban Growth Zone UGZ5,
- Schedule to Clause 52.16 – Native Vegetation Precinct Plan, and
-
Schedule to Clause 72.04 – Documents incorporated in this planning scheme.
The
amendment does not change the vegetation identified to be retained or removed,
but rather alters the method for assessing the extent of vegetation off-set
required where vegetation is to be removed.
The decision to prepare and exhibit the amendment was
made by a delegated council officer. A
