The Amendment proposes to rezone the land to allow for residential development in accordance with Clause 21.14-3 the Leopold Structure Plan.
The Amendment was adopted
by Council on 28 June 2022 and sent to the Minister for Planning for approval on the
date listed above.

appointed to review submissions. It conducted a Panel Hearing on the 31 January 2022. The Panel has provided its
report to Council and a copy is provided below under “Panel Hearing Documents”. Council officers have reviewed the Panel’s recommendations and prepared a report for Council.

Council (under delegation) considered a report on the
submissions to this amendment on 17 November 2021 and resolved to refer them to an independent panel. A copy of "Council Delegate Authority Report - Consideration of Submissions" is provided under "Supporting Documents".

Council prepared Amendment C408ggee to the planning scheme. The amendment affects land at 31-49 Melaluka Road Leopold and proposes
to:
- Rezone all the land from the Low Density Residential to the General Residential Zone Schedule 1 (GRZ1);
- Amend Map 57(ZN) to show land south of the Bellarine Rail Trail and east of Melaluka Road as General Residential 1 Zone;
The planning permit application seeks approval for a staged multi lot subdivision and removal of native vegetation.
