Independent Panel was appointed to review submissions. It conducted a Panel
Hearing on the 31st October 2016.
The Panel has
provided its report to Council and a copy is provided below under “Panel
Documents”.

a report on the submissions to this Amendment on 5 September 2016 and resolved to refer them to an Independent
Panel.

The Amendment proposes to introduce a Heritage Overlay into the planning scheme over the Vietnam Veterans Avenue of Honour and Memorial on and adjacent to Melbourne Road, North Geelong and also the historic Osborne House gates near the Memorial. The Heritage Overlay provides controls to recognise and protect the historical, social and aesthetic significance of the Avenue of Honour, Memorial and Osborne House gates.
