Independent Panel was appointed to review submissions. It conducted a Panel
Hearing on the 15,16 Feb 2016. The Panel has
provided its report to Council and a copy is provided below under “Panel
Documents”.
Council considered a report
on the submissions to this Amendment on 8 December 2015 and resolved to refer them to an Independent Panel. The minutes of the Council meeting can be viewed Here
The land affected by the Amendment is 892-958 and 960-990 Barwon Heads Road, Armstrong Creek which is known as the Armstrong Creek South Precinct Structure Plan (ACSPSP) area. The Amendment also affects the land at 76-88 Groves Road, Armstrong Creek.
The proposed amendment is approximately 10 kilometres south of the Geelong central activities area and makes up the southeast part of the Armstrong Creek Urban Growth Area (ACUGA), the planned major extension of the greater Geelong urban area. The ACUGA includes seven other precincts: Armstrong Creek Town Centre; Horseshoe Bend; North East Industrial; Marshall; Armstrong Creek East; Armstrong Creek West; and Western Industrial.
The ACSP adjoins Armstrong Creek East Precinct to the north and west and is a logical infill area in the ACUGA.
The vision for ACSP is derived from the overall ACUGA vision and draws on a combination of the existing and natural site features coupled with the desire to produce a distinct urban environment for future residents. ACSP will also utilise the facilities provided in ACEP including activity centres, community facilities and education centres.
