An Independent Panel was appointed to review submissions. It conducted a Panel Hearing on the 14 July 2016.  The Panel has provided its report to Council and a copy is provided below under "Panel Documents".

Council's delegated officer considered a report on the submissions to this Amendment on 22 April 2016 and resolved to refer them to an Independent Panel.

A copy of the Council Delegate’s Report is provided below. A small number of properties are proposed to be removed from the Overlay. The revised Overlay map and a map showing the properties to be removed are posted below under "Amendment Documents".

Council has prepared Amendment C335 to the planning scheme.  The Amendment implements the Highton Drainage/Flood Study adopted by Council on 12 May 2015  - Click here  to see the Council Meeting Minutes.

The amendment applies to land at Highton, Wandana Heights and Belmont that has been identified as being subject to natural overland flows in the event of a severe storm of 1 in 100 year intensity exceeding the design capacity of the underground drainage system.

The Amendment is required to ensure that land known to be affected by flooding, as identified in adopted Highton Drainage/Flood Study, is identified in the planning scheme within the Special Building Overlay.

The maps below show the extent of the proposed Overlay.
